ethical responsibilty and standards of food safety

Option B.  Whose ethical responsibility should it be to ensure standards of food safety? Should our local government, state government or federal government be tasked with this ethical burden?  Should it, perhaps, be the responsibility of the individual community member to act as a self appointed “watch dog” of sorts to mitigate the sales and distribution of homemade foods per the CA Homemade Food Act? In your response, you are to consider each of the possible responses (governmental, individual) and offer an argument (premises and conclusion) for BOTH sides to the discussion. Then, you are to offer a reasoned defense for your personal opinion on the matter. Feel free to be as creative as you want in this last part.
