A 9 page paper offering a conceptual model, theoretical model, hypothesis, statement of the problem and theoretical framework in the quest to define health care and whether equal access is a right or a privilege. The hypothesis is that preventive care can be cost effective if approached in a systematic manner such as altering the software of the existing inpatient care provider order entry (CPOE) system.
