Reform for Social Security and Medicare

The issue of means-testing is discussed in Chapter 12 of The New Politics of Old Age Policy. Typically, means-testing programs are intended for the poor. Eligibility is based on a household’s income. However, the authors point out that there can be different meanings to the term means-testing and explain that there is difference between means-testing revenue and means-testing benefits. (Hudson, 2014)

 

For the purposes of this assignment, you will focus on means-testing benefits. There are those who believe Social Security and Medicare benefits should be targeted at those with the greatest need.
